I have traveled with both groups, and although both have their pros and cons, I would definately go with Passports! EF had lousy food and you spent way too much time traveling from your hotel to your destinations. The people were nice to work with, but we felt that there was room for improvement. Our experience with Passports was great! We went to NYC with both groups and to be honest I'd like to combine both itineraries. For the money, I highly prefer Passports.
