We had troubles (multiple) with the hotel room safes on two occasions. They have combinations that apparently work at their own whim. One of the teacher counselors was the first to have difficulties and the tour director was the second...this was exceedingly problematic because her travel documents were in it and it could not be opened by anyone at the hotel when we had to leave to catch our plane. She literally had to leave them there until she could return two weeks later. The rooms were very small for three people and three suitcases.
